กรมทางหลวงจะดำเนินการเปิดรับฟังความคิดเห็นภาคเอกชน (Market Sounding) สำหรับทบทวนผลการศึกษาความเหมาะสมในการให้เอกชนร่วมลงทุนโครงการทางหลวงพิเศษระหว่างเมืองหมายเลข 8 สายนครปฐม - ชะอำ ช่วงนครปฐม - ตลาดจินดา - ปากท่อ ตามประกาศคณะกรรมการนโยบายการร่วมลงทุนระหว่างรัฐและเอกชน เรื่อง หลักเกณฑ์และวิธีการรับฟังความคิดเห็นของภาคเอกชน พ.ศ. 2563 ผ่าน 2 ช่องทาง คือ
1. ทางระบบเครือข่ายสารสนเทศ ผ่านทาง www.doh.go.th และ www.doh-motorway.com
• เผยแพร่ข้อมูล ระหว่างวันที่ 3 – 24 กรกฎาคม 2569
• เปิดให้แสดงความคิดเห็น ระหว่างวันที่ 21 – 24 กรกฎาคม 2569
2. การจัดประชุมสัมมนาในวงกว้าง
• เผยแพร่ข้อมูลและเปิดให้แสดงความคิดเห็นในวันอังคารที่ 21 กรกฎาคม 2569 เวลา 08.30 – 12.00 น. ณ อาคารชัยสวัสดิ์ กิตติพรไพบูลย์ กองทางหลวงพิเศษระหว่างเมือง เขตลาดกระบัง กรุงเทพฯ
วัตถุประสงค์
• เพื่อแนะนำและให้ข้อมูลส่วนที่เป็นสาระสำคัญของโครงการแก่นักลงทุน
• เพื่อประเมินความสนใจและสร้างความเชื่อมั่นในการลงทุนของภาคเอกชน
• เพื่อรับฟังความคิดเห็น/ข้อเสนอแนะจากนักลงทุนและผู้เกี่ยวข้อง สำหรับนำไปประกอบการทบทวนผลการศึกษาความเหมาะสมในการให้เอกชนร่วมลงทุนโครงการ
• เพื่อให้มีการเผยแพร่ข้อมูลข่าวสารผ่านสื่อต่างๆ สู่กลุ่มเป้าหมายและสาธารณชนในวงกว้างให้เกิดการรับรู้ เข้าใจ อย่างรวดเร็ว และทั่วถึง

ผลที่คาดว่าจะได้รับ
• ผู้เข้าร่วมสัมมนาทุกภาคส่วนมีความรู้ความเข้าใจที่ถูกต้องเกี่ยวกับการดำเนินงานโครงการ
• ภาคเอกชนเกิดความเชื่อมั่นในโครงการ และมีความสนใจในการร่วมลงทุน
• นำข้อคิดเห็นและข้อเสนอแนะมาใช้เป็นข้อมูลประกอบการทบทวนผลการศึกษาความเหมาะสมในการให้เอกชนร่วมลงทุนโครงการ
• ส่งเสริมภาพลักษณ์ความโปร่งใส เป็นธรรม ตรวจสอบได้ ให้เกิดขึ้นกับโครงการ กรมทางหลวงจึงขอเชิญผู้สนใจ รับทราบข้อมูลโครงการและร่วมนำเสนอข้อคิดเห็นต่างๆ ตามวัน เวลาและช่องทางดังกล่าว
The Department of Highways is holding a Market Sounding for the Reviewing for the Feasibility Study and a Project Analysis Report for the Public - Private Partnership of the Motorway No. 8 Project (Nakhon Pathom – Cha-am, Nakhon Pathom – Talad Chinda – Pak Tho Section),in accordance with the Announcement of the PPP Policy Commission Regarding Criteria and Methods for Public Hearings from the Private Sector, B.E. 2563 (2020), through 2 following channels:.
1. Online Market Sounding Questionnaire via www.doh.go.th and www.doh-motorway.com
• The Information Available to Publication Period: July 3 – 24, 2026
• The Project is Seeking Feedback from the Private Sector between July 21 – 24, 2026.
2. Market Sounding Seminar
The information will be available to the public on Wednesday July 21 to July 24, 2026, between 08.30 AM. and 12.00 PM., at the Chaisawat Kittiphornphaiboon Building, Central Control Building (CCB Lad Krabang), Inter-City Motorway Division, Thap Yao, Lad Krabang, Bangkok
Objectives
• To provide investors with essential project information
• To evaluate private parties’ interest and build confidence among them in PPP participation
• To obtain ideas/comments from public agencies and private sector parties for Reviewing the Feasibility Study and a Project Analysis Report
• To disseminate information to the public and target groups, through various types of media, to rapidly and thoroughly create project awareness and understanding among them

• Private Sector, Construction Contractors, System Houses, Toll Road Operator
• Financial Institutions
• Thai Chamber of Commerce and Foreign Chamber of Commerce in Thailand
• Foreign Embassies in Thailand
Expected Income
• To ensure that participants gain a comprehensive understanding the implementation of the project.
• To build private sector confidence and stimulate interest in the project.
• To utilize ideas/comments to improve the Feasibility Study and a Project Analysis Report.
• To promote transparency, fairness and accountability throughout the project.
Interested persons are invited to participate in the Market Sounding, obtain project information and propose ideas/suggestions at the time, and through the channels, specified above.
